I'm currently running on one of these: http://www.amazon.com/gp/product/B003070YJW/ref

I usually get 30-50 fps, when not in a fight, with it dropping to like 15-20 fps during larger fights(and sometimes below 10). I've tweaked my settings, I've tried turning off hyperthreading(made things worse). using SweetFX.
graphics settings are all kinda low, wish I could use higher settings.

Since I can't quite get the performance i'm looking for, so I'm thinking about building a computer. Its been a few years since my last build, so I'm not super up-to-date on hardware.

Looking to spend like 700 at the most(not including monitor, I've got one of those)

Recommendations for processor, video card, RAM? Will probably get an SSD.

Is an I-7 the best processor to go with? Or something with less cores & more ghz, considering poor multi-core support that I've read about?

Could I get a few suggestions for video cards, so I can kinda shop around?

I run a 2600K at 4.4 (stock is 3.4) Asus Z68 motherboard 8GB of 1600Mhz RAM GTX480 with a slight overclock on a SATA 6GB/s SSD and I get up 45fps while recording, never below 30 in even the most insane battles on Ultra graphics. I'm not totally sure but that should be within your budget of 700.

It's already been stated numerous times they are still optimizing and they will eventually include multi core support.

I run with 15-3570k. It runs about $220-40. Maybe snag a 660 ti sc for $299 on amazon right now. 8 GB of RAM, a $100 Gigabyte Mobo, thats what Im running with it can be upgraded later, and a HDD if youre going budget. A SSD can be bought later, load times arent that bad with by hard drive

+1 on the HDD. You can put a lot more money toward your CPU and GPU if you wait until later for an SSD. If you get a 7200 or 10k rpm platter, performance isn't going to be an issue. Switching later is pretty easy.

I'm running Western Digital Scorpio Black platters, which are good enough that I'm satisfied to wait for SSD tech to improve and cost to go down.

May I recommend turning shadows off completely as a temp fix.

Under usersettings.ini in your PS2 folder set shadow detail to ZERO 0.

It will disable all shadows in game.

Personally improved my spotting and gave me instant 20 FPS. This is because they haven't taught my processor how to track and command a continent of shadows yet. Major CPU power freed up.

You will not get a worthwhile new i5 nor i7 rig at 700. Around $850 for i5 or $950 for i7 plus the cost of windows. If you can afford more afterwards dump it into a better GPU. Unless you stream or other programs that utilize hyperthreading, go with an i5.

It will look something like this.

If you want to go i7 switch out other CPU for this.
